The terms, pecking order, and even VIPs within the Empire are all kept far from the public eye; a reasonable setup, considering the estimated worth of even a single member.
Whoever and whatever is involved, it has kept Soril- and its sprawling black market- in business for hundreds of years.
They are often said to be a far grittierLucsan mirror of the more secretive and extravagant Silent Rose Organization of Chimre, though some people believe the two organizations are on good terms.
